Game Cheat Help

With some of the games I own, like for example Pokemon Crystal, when I put the game in and try to pull up the cheat menu, it says there are no cheats for the game. But when I look in the XML file, there are cheats for it. Why won't the retron 5 pull up the cheats for the game? Some of the other games it does this with is Super Mario Brothers 3, and The Legend of Zelda.
