It's possible to do if the data doesn't conflict, but it can get a bit dicey otherwise. If you're patching a JP game with a full copy of the English version and not just a fan translation, then applying a patch meant for the English version after that it's totally reasonable to expect success.

Thank you kindly for doing so, as R9 said the legality of a standalone rom is questionable at best. On further inspection you may wish to check any scaling features on your set, it appears as though the image may be zoomed or cropped a bit, but still other than that without filters pixels are to be expected.
