It's possible to do if the data doesn't conflict, but it can get a bit dicey otherwise. If you're patching a JP game with a full copy of the English version and not just a fan translation, then applying a patch meant for the English version after that it's totally reasonable to expect success.

Thus far in my experience it is possible to downgrade if you have a prior firmware version. This may or may not be the case in the future. Patch limit shouldn't be an issue system depending. I've found patches under 10mb in size seem to work fine. On further inspection you may wish to check any scaling features on your set, it appears as though the image may be zoomed or cropped a bit, but still other than that without filters pixels are to be expected.
